Pipeline success through proven engineering and practical field expertise.
The challenge
Pipeline projects demand more than technical answers
Pipeline projects face unique challenges: aging infrastructure, integrity requirements, and strict regulatory oversight. Delays often occur when decisions rely on incomplete data or when designs fail to account for constructability, market forces, and permitting realities.
Compliance adds complexity, and limited internal resources make it difficult to maintain project momentum. The result is increased risk, schedule slippage, and cost overruns. Success requires decisions grounded in direct evidence, proven designs that are buildable, and dependable delivery that is predictable from planning through commissioning.
Our approach
Engineering grounded in field intelligence
Paxon’s core strength is the combination of experience-based disciplined engineering with years of practical field application intelligence. We start by clarifying scope through direct inquiry into customer requirements and identifying operating and construction constraints early.
Using inspection data, as-built records, and permitting requirements to inform every decision, this approach reduces uncertainty, minimizes wasted effort, and accelerates approvals at every project phase.
How we help
Three ways Paxon engineering delivers value
Constructible design
We deliver engineering packages for in-kind replacements, tie-ins, and integrity dig assessments that align with client standards and DOT-applicable codes. Deliverables are construction-ready: digital, estimable, and procurable. The result is fewer RFIs, fewer change orders, and a smoother handoff from design to field.
Field engineering and inspection
We close the gap between design intent and field reality. Pre-construction surveys, QA/QC plans, and rapid RFI response keep projects moving. Intelligent field engineering and inspection programs provide accurate data, validate quality, and resolve issues before they become schedule or cost problems.
Compliance and stakeholder alignment
From permitting pathways to environmental and vegetation controls, we translate regulatory requirements into practical steps that maintain momentum and reduce risk. We manage the stakeholder coordination that often creates delays when handled reactively.

OUR TEAM
A team built on field experience
Paxon’s engineering team combines technical rigor with direct field experience across pipeline design, integrity, construction, and compliance. The team draws on decades of hands-on program delivery to bring practical, operator-ready solutions to every engagement.
Boris Ratner
Engineering Manager, Pipeline Integrity, Paxon Energy and Infrastructure
Boris Ratner brings over 20 years of pipeline engineering and integrity management experience, including 15 years at Kinder Morgan leading field engineering and IMP implementation across New Mexico, Arizona, California, and Texas. He specializes in ILI program execution, anomaly remediation, and constructability-focused design, and leads engineering engagements at Paxon from FID through commissioning.
Lee Shouse
VP of Engineering, Paxon Energy and Infrastructure
Lee Shouse is a degreed chemical engineer with leadership experience at Chevron and TD Williamson. He leads Paxon’s engineering and technical services practice, with hands-on experience across pipeline integrity, gas recompression, and field engineering programs spanning multiple states.
Supported by a broader engineering team
Boris and Lee lead a team of engineers, project managers, and field specialists who collaborate across pipeline design, permitting, construction support, and integrity programs. The depth of that team allows Paxon to scale resources to match the scope, phase, and complexity of each engagement.
How we engage
Structured engagement, measurable outcomes
We offer direct discussion and questioning for rapid decision support, full design packages moving from concept through IFC, and established field programs for inspection and all types of related commissioning.
For operators managing multiple projects, we provide experienced and industry-lead support across pipeline integrity and reliability programs. Every engagement is measured against clear milestone outcomes.
Start a conversationShorter design cycles
Front-loaded scope clarification and constraint identification reduce rework and downstream surprises.
Fewer RFIs and change orders
Constructible designs aligned to field conditions and client standards minimize questions during execution.
Faster permit approvals
Early engagement with regulatory requirements and permitting pathways keeps approvals on schedule.
Improved construction readiness
Complete, accurate deliverables mean field teams can mobilize with confidence and minimal pre-mobilization delays.
